The Ghana Domain Name Registry (GDNR) an agency under the Ministry of Communication, Digital Technology and Innovations established by the Electronic Transactions Act 2008 (Act 772) Sections 63-81. GDNR is with its functions in under subsection (1) of section 64 in Act 772 to:
(a) administer and manage the country domain name space;
(b) comply with international best practice in the administration of the .gh domain name space; (c) license and regulate registries;
(d) license and regulate registrars for the respective registries; and
(e) publish guidelines on
(i) the general administration and management of the .gh domain name space,
(ii) the requirements and procedures for domain name registration, and
(iii) the maintenance of and public access to a repository, with due regard to the policy directives which the Minister may give from time to time by notice in the Gazette.
The Ministry of Communication, Digital Technology and Innovations is reviewing the legislations of its agencies and in view of this and in line with our mandate the Electronic Transactions Act, 2008 (Act 772) the GDNR invites views and comments from consumers, Internet governance community, Information and Communication Technology services, e-commerce, technology ecosystem and the general public regarding the proposed Ghana Domain Name Registry Bill 2025.
The public consultation runs from 13th October, 2025 to 7th November, 2025. Interested parties may access the consultation document via the link below.
Kindly submit all responses and comments through the link on the website or as email attachments in Microsoft Word format to billreview@gdnr.org.gh. All submissions must include a completed response sheet which is available on website titled GDNR Bill 2025-Request for Comments Form.
All comments received will be submitted to the Ministry for consideration.
The Ministry will commence a series of in-person engagements, including meetings with all stakeholders, to discuss the consolidated feedback and finalize the Bill.
